Excellent article Zuby. You have made some astute observations. One of the main I find being that when you deal with criminals (the 1%) the other 99% can prosper. Unfortunately we in the UK tend to prefer letting criminals off for good behavior.
I am reminded of the Broken Window paradigm (believe that is what it's called). Essentially if one window is left broken on a abandoned building, it won't be long before the rest of the windows are broken. Yet fix that window and the odds go down drastically that further property damage would be done. Likewise as El Salvador is doing, stamp down on crime quickly and it reduces the odds of more crime being committed.
